The Pentagon has always avoided buying intelligence systems from overseas, but is in a hurry to improve its systems and is considering a more open policy. The Naval Warfare Systems Center wants to start a program to compare foreign intelligence systems of a specific type, one that can "fingerprint" electronic emissions and identify various sources.--Stephen V Cole
