For the last ten weeks, American leaflet drops and radio broadcasts in Iraq have concentrated on warning Iraqi soldiers to consider surrender and how easy it is to get killed fighting against an American invasion. But now, the leaflets and radio broadcasts are being directed at civilians, warning them to move away from any Iraqi military installations (Saddam has built Mosques, hospitals and some civilian housing near military bases) and military equipment. Even in 1991, the Iraqis parked warplanes inside villages next to airbases, and now tanks, missile launchers and army trucks have been seen parked in residential areas.
