The U.S. Army carefully studies all its operations and then writes reports of "lessons learned." These are posted on the Internet (http://call.army.mil/). An examination of the user logs (you can detect the part of the world the user is coming from) indicates that the majority of users are from outside the United States. Actually, a lot of the lessons learned are also distributed to American troops in print and electronic (PDF and plain text) form. Many of our allies do indeed learn from the experience of American troops. But most foreign  armed forces have a hard time implementing the lessons learned and changing the way they operate. There's no solution for this particular problem on any U.S. Army web site. The major change in the American armed forces over the last few decades has been the increased capability to change and adopt new technology and tactics.
