PRESIDENTIAL SECURITY: The Secret Service is unhappy with President Bush. Unlike President Clinton (who was notoriously late to almost everything), President Bush is almost always on schedule. The problem is that President Bush refused to give the Service its $45 million request to hire more agents and buy more high-tech gear, then refused to give them the $19 million it needs to perform its assigned duties for the 2002 Olympics.--Stephen V Cole
