The European Union says that its new rapid deployment military forces will be geared toward taking on peacekeeping missions and humanitarian relief operations. The EU said it would seek a UN mandate for such missions (which might be anywhere in the world, not just in Europe) but would insist on operating its forces under their own command rather than under UN command.--Stephen V Cole
