The US Fish & Wildlife Service has issued a preliminary report advising against the expansion of the tank training grounds at Fort Irwin, noting that this threatens the desert tortoise and a rare plant. The Army is furious, as it has already lost vast stretches of its tank training areas to environmental restrictions and its plans to expand the base were in reaction to previous losses.--Stephen V Cole
