The U.S. Department of Defense wrote off half a billion dollars spent on an attempt to build a tracking system for ammunition. Some $37 billion a year is spent on munitions. The new system (JAMSS) was supposed to aid in preventing fraud, theft and purchasing munitions that were already on hand. The problem with JAMSS was that the three services had different systems and procedures for buying and tracking munitions and no one could figure out how to make JAMSS deal with all these differences. Six years was spent working on JAMSS before everyone gave up.
