The Army had a shortage of spare parts on 1 Sept 2001, and this got a lot worse after the War on Terror began. The Army has told Congress that it needs $1.7 billion immediately to get back to the required stockpiles of spare parts. The Army is getting by for now by looting other accounts and using "controlled substitution" (which seems to be the current euphemism for cannibalization.--Stephen V Cole
