Chechen rebels admit that several hundred of them have moved to camps in Afghanistan. In Moscow, the head of the border guards warned that bombing Afghanistan would increase violence on the Tajik/Afghan border, where 10,000 Russian troops are stationed to keep terrorists out of Tajikistan.
