There are still 650,000 refugees wandering around Afghanistan. Many are the result of tribal and ethnic disputes. Many Pushtuns who moved north (displacing Tajiks and Uzbeks) when the Taliban were in charge, have now been driven south again. Others are refugees returning from exile and finding that their homes are either destroyed or now occupied by others. 

Local leaders in the south and along the Pakistan border are increasingly speaking out against what is seen as Pakistan's support and sanctuary for the Taliban. This criticism grows along with the number of Taliban attacks launched from camps in Pakistan. The Taliban attacks are increasing now that Spring has arrived. But most of these attacks are tossed grenades, individuals shootings and ambushes. The Taliban don't want to fight, they just want to kill and intimidate.
