German police have arrested a senior member of the GIA (one of the main Islamic militant organizations in Algeria) on suspicion that he was plotting to kill the leader of a Paris mosque. France has authorized the four million French Moslems to elect members of a government advisory council and there is a struggle between fundamentalist and moderate Moslems for seats on the council. It's feared that GIA is trying to terrorize moderates so that fundamentalists can dominate the council.
