The Congo Republic (Brazzaville), Angola, and the DRC have held a series of meetings in Angolas Cabinda province. The subject of the meetings was nominally common border issues. The real subject is Angolas continuing operations against Cabinda rebels. The DRC borders Cabinda to the east and south. The Congo Republic is on the provinces northern border. Most of the Cabinda rebels (in the FLEC) once based out of the DRC, but the DRCs increased cooperation with the Angolan military has made it difficult for rebels to move freely from the DRC into Cabinda. Angola is concerned that the rebels may try to use the Congo Republic.
