Angola said that its commander of the Maiombe Military Zone", in Cabinda province (where all the oil is) reported the military situation as being stable despite a couple of isolated actions by rebels in the Cabinda Enclave Liberation Front (FLEC, locals who want some of the oil proceeds). This is apparently a vague reference to the combined operation the Angolan Army carried out against the FLEC with the tacit cooperation of the DRC and The Congo (Brazzaville) Republic.
