The government expects more violence as many of the three million people (a quarter of the population)  displaced by over two decades of civil war, attempt to return home. They are finding home is often occupied by strangers, often foreigners. Such was the case when the government sought to reclaim the diamond mining territories in the north and east. The UNITA rebels had financed their operations by taking over the diamond areas and allowing Congolese to come in and dig out the diamonds. UNITA took a cut of the cash generated by the diamond sales. The Congolese migrants took no part in the civil war and just looked for diamonds. Moving the Congolese out has caused quite a lot of violence and thousands of deaths, and more of the same can be expected as other regions of the country are visited by long absent natives.
