Croatia announced that it intends to join NATO's Partnership for Peace sometime in the year 2000. Croatia also intends to seek European Union membership and join the World Trade Organization. These moves reflect a trend inside the Croatian government to move away from current (and ailing) president Tudjman's hard line nationalist policies.

Greece and Armenia signed a military cooperation treaty. Turkey's two most traditional enemies pledged to cooperate on joint training exercises and training.

Several Balkan leaders issued statements that said the Balkan Stability pact risks being a charade unless real "economic and infrastructure" benefits are realized quickly. 60 delegations are meeting for two days in Geneva to discuss democratization procedures and human rights in the Balkans.
