Several reports say tensions are rising in Montenegro. One wire service reported a clash between Milosevic supporters and Montenegrin police loyal to the Montenegrin government. The protest was staged by the Popular Socialist Party. Milosevic could use a clash such as this as a pretext for launching a military attack on Montenegro, Yugoslav Army units would be said to be protecting citizens threatened by rogue police elements, or something similar. On the say day, NATO demanded that Serbia end its "blockade" of Montenegro and NATO's SACEUR, General Wesley Clark, said he believes "infiltrations" will increase in Kosovo throughout the spring. Who is infiltrating? Both radical Serbs from Serbia and ethnic Albanian radicals. (Austin Bay)
