In southern Kyrgyzstan, anti-government mobs, unopposed by the police, have taken over government buildings. The government has lost control of the south, and many other areas, as the police and security forces refuse to use violence to maintain government control. Southern Kyrgyzstan is largely populated by Uzbeks, who have long resented domination of  the Kyrgyz majority from the north.
