China bought 48 Su-27 long-range supremacy fighters from Russia, along with a license to build 200. However, the first two Chinese-built Su-27s were so poorly built that Russian technicians had to rebuild them. Since then, China has built only five Su-27s and is behind on its production schedule. Russia has agreed to sell China another 20 complete Su-27s to maintain the planned deployment schedule.--Stephen V Cole
