The government continues to crack down on Falungong, but with little effect. Falungong remains strong overseas, and resistant to police action within China. Meanwhile, the government becomes more concerned with the growing unrest caused by the corruption of local Communist Party officials and lack of jobs for the millions of young people fleeing bleak life on the farm for the cities. Trying to deal with these economic problems has limited the government's spending on military modernization. Not wanting to make the mistake that brought down the Soviet Union (spending money on weapons at the expense of economic growth).
