A delicate dance is being played out off the southern coast of Taiwan. The Chinese electronic reconnaissance ship, "Hai Yang 4" is currently 167 kilometers off the coast of Taiwan. The 3,000 ton ship, moving up from the south, is monitored daily by the Taiwanese navy and coast guard. The Taiwanese want to avoid any clash at sea, but are also unlikely to allow the "Hai Yang 4" to get too close to their coast.
