Colombia's call for it's neighbors to cooperate in preventing Colombian rebel groups from setting up shop outside Colombia, has failed. None of Colombia's neighbors was interested in helping out. It's too much trouble and too expensive. The Colombian rebels know that if they behave in the border area, the local government won't bother them.
