The government campaign against kidnapping is working. There were 966 kidnappings during the first six months of the year, compared to 1,906 in the same period last year. Over the last seven years, there have been an average of some 3,000 kidnappings a year. This for a country of  some 40 million people. Colombia has the highest rate of kidnapping in the world. But the government's war against the leftist rebels and criminal gangs is driving down the crime rate in general, and this is making it harder for the kidnappers to operate.
