The government offered to release fifty FARC prisoners in return for the release of 22 politicians, 34 soldiers and police officers and three Americans held by FARC. The rebels have been asking for such swaps for some time, but the government declined because they believed this would just "reward" the kidnappers. FARC, alone, holds about 1600 kidnap victims.
