Rebels accepting the government amnesty are found to include criminals who have very recently joined the rebels in order to take advantage of the amnesty terms. The criminals believe they can avoid prosecution for other crimes by getting involved in the rebel amnesty program. The rebel groups include a lot of common criminals, and much of their activity is basically banditry.
