In eastern Congo, rogue militiamen killed 18 civilians and kidnapped another fifty. Government and UN troops are in pursuit. The killers identified themselves as "Rastas," a group associated with Rwandan Hutu militias. The UN has ordered its peacekeepers to use more "robust" (violent) methods to suppress armed rebel groups.
