India ended it's six month unilateral ceasefire in Kashmir. It had never worked, as the rebels maintained offensive operations. Taking another tack, India offered to discuss peace in Kashmir with Pakistan's military leader Musharraf. Previously, India had refused talks unless Pakistan stopped its support of Kashmir rebels. Pakistan has always denied any direct support of Kashmiri rebels, although there was ample evidence that this was not true.
