India refused to undertake peace talks with Pakistan. Meanwhile, war preparations move ahead more so that than in past confrontations. Indian troops are digging in along the border and laying minefields. Civilians are being evacuated from the border region.  India is insisting that Pakistan arrest twenty named individuals and extradite them to India for prosecution. India protests that Pakistan is arresting only Islamic fundamentalists that are not involved with Kashmir. This is not the case, but Pakistan is more concerned about the effect on non-Kashmiri militants, who threaten the government in Pakistan. A hundred members of pro-Kashmir terrorist groups have been arrested, but India insists that key terrorist leaders are being left alone, or only put under house arrest. In Kashmir, troops killed three rebels. In the northeastern region of India, the army has imposed a curfew to try and stop rebels and gun runners moving across the border from Bangladesh. There are armed separatist groups in Nagaland and Assam. 

Osama bin Laden is now reported to be in Pakistan and the American government feels that Pakistan will help capture bin Laden. Pakistan continues to turn captured al Qaeda fighters over to the United States. Indian says it shot down a Pakistani drone that crossed the border. Pakistan denied that it had lost an aircraft. India is making the point, in a world wide diplomatic offensive, that Pakistan is a terrorist supporting nation.
