In Kashmir, rebel activity left four rebels, and three soldiers and two civilians dead. India, for the first time, arrested and turned over to Nepal eight Maoist rebels who had fled to India. The rebels were wounded fighting Nepalese police and crossed the border to seek medical aid. In the past, India looked the other way at this as long as the rebels caused no problems in India.
