In Kashmir, battles between troops and rebels left nine civilians, 22 soldiers and three rebels dead. This was the result of a rebel suicide attack on an army base. In Pakistan, police killed four Sunni militants in Punjab province. The four had attacked the home of a Shiite leader, but were held off by armed Shiites and then caught in the cross fire when the police showed up.

The effort to get at the Taliban and al Qaeda fighters hiding out in Pakistan tribal areas now includes several hundred million dollars of US money. These funds were given to the Pakistan government in order to be offered to the tribal leaders in the Afghan border areas who are most likely to help in anti-terrorism operations.  American special forces troops are in Pakistan, along with agents from the FBI and CIA, to collect information on the tribes and terrorists and to keep an eye on the corruption angle (government officials stealing the money before it can get to the tribes.) While the US would like it if the tribes would just sell them the terrorists, it's more likely that the tribes will only, in effect, sell a hunting license.
