So far this year, violence in Kashmir has killed over 1900 people (1,052 rebels, 634 civilians and 226 Indian soldiers and police). This is down from 2055 for the same period last year. Civilian and police losses are down, rebel losses are up. Infiltration from Pakistani Kashmir is down, but has not stopped. 

Since the Kashmir unrest began in 1989, 36,500 have died (30,600 of them Kashmir civilians and rebels.)

There has been little progress in negotiating a settlement to the Kashmir dispute, and both nations continue to keep over half a million troops on the border. Pakistan has made some moves to control rebels in Pakistani Kashmir, but is unwilling to take the heat to dismantle the Islamic fundamentalist military organizations (even those these groups oppose a secular government in Pakistan as well.)
