In northeast India, troops have reinforced border guards on the Bhutan frontier to block separatist rebels fleeing their camps in Bhutan. The rebels are suffering from malaria, brought on by unusually heavy monsoon rains and a larger number of mosquitoes. India has long pressured Bhutan to dismantle the camps, but Bhutan has refused, not wanting to go to war with the Indian rebels (who generally behave in Bhutan.)

In Kashmir, rebel violence left 12 dead.
