 In 2003, India bought $12.6 worth of weapons from foreign suppliers (much of it from Russia), while Pakistan bought $3.8 billion worth, mainly from China. Pakistan is losing ground in the arms race with India. This is why Pakistan spends so much on its nuclear weapons program. The threat of nuclear war is seen as the only strategy that would prevent India from invading and conquering Pakistan.
