Pakistan says that Osama bin Laden is probably hiding out in Pakistan, along the Afghan or Iranian border. These areas are largely controlled by Pushtun and Baluchi tribes, and the Pakistani intelligence services have always had a hard time getting regular reports of what is going on out there. For the past three years, Pakistani, American and British intelligence forces have been trying to change that, but it's been slow going. There have apparently been some successes, which result in optimistic reports of bin Laden being in danger of imminent capture. But then bin Laden moves to another tribal area, where there are fewer people willing to talk to outsiders. It is believed, however, that eventually, the intelligence effort along the border will cover every area, and one large commando operation will grab bin Laden.
