In Pakistan, along the Afghan border, troops killed two al Qaeda members (both foreigners) and arrested eleven others (three of them foreigners). The operation, in North Waziristan, has been going on for months. The government has bribed local tribal leaders to allow soldiers to search for al Qaeda members. Al Qaeda has earlier bribed the chiefs to obtain hiding places, but the government came along and made a better offer.
