The governor of Aceh province has proposed more autonomy for Aceh as a way to calm down the separatist violence. But his proposal gives the province control over natural resources and keeps most of the money in Aceh. The central government is not willing to do this, for then all localities with rich natural resources would seek to keep it for themselves.
