Parliament decided to allow the military to keep it's 38 non-voting seats in the 700 member legislature. Until two years ago, the military had 70 seats and they were to have none by 2004. The legislators seemed think that it was a good idea to have non-voting members in the parliament so that the military could be more easily consulted, and, say some, watched. In Aceh, a policeman and a civilian were killed.
