A study of national security needs concluded that the army needed another 70,000 troops (for a total of 350,000) and the national police force should be doubled from 280,000 to 560,000. With a population of 220 million, that would mean 2.4 police per 1,000 population. Not the highest in the world, but not the solution to the problem. Corruption is the major source of poor policing, and hiring more cops is easier than cleaning up the ones already on duty.
