: The government is negotiating with Saudi Arabia over the issue. 

The Islamic conservatives have apparently backed off on their efforts to push ahead with a nuclear weapons development program. At least in terms of creating nuclear material for bombs using nuclear power plants, Iran will now allow IAEA (International Atomic Energy Agency) to go where they wish. But the Islamic conservatives have several weapons programs related to nukes (including missiles, guidance systems and the assembly of nuclear bombs). So this decision regarding the IAEA only covers part of the weapons program.
