The Gulf Cooperation Council (Saudi Arabia, Kuwait, the United Arab Emirates, Oman, Bahrain and Qatar) agreed to pool their armed forces and increase their rapid reaction force from 5,000 troops to 22,000. The new agreement includes a mutual defense pact, meaning an attack on one is to be considered an attack on all. The six nations control over half the world's oil reserves.
