The main opposition group, the INC (Iraqi National Congress) says that the recent cut off of it's American funding was due to a change in US policy towards Iraq and a desire to slow down INC efforts to over throw Saddam Hussein. The US says it will cut off all the money because of evidence of corruption (a more likely explanation, given past performance by INC members.)
