The US is spending over a hundred billion dollars in the first two years of occupying Iraq, and is pressuring Kuwait, Saudi Arabia, Russia and France to forgive $200 billion that Iraq owes them. Russia and France sold Iraq over $30 billion worth of weapons during the 1980s, and Saudi Arabia and Kuwait loaded over $20 to Iraq during its war with Iran in the 1980s. In addition, Iraq owes Kuwait reparations for  damage done during the Iraq occupation of Kuwait in 1990-91. So far, these nations have been determined to get their money from Iraq, one way or another.
