Attacks against American troops have dropped from about 40 a day to 30 a day, the rate where they had been through October. Pro-Saddam fighters are increasingly attacking Iraqi police and leaders who are cooperating with the coalition. The pro-Saddam strategy is to use their money to buy support, or their thugs to terrorize people into supporting them, or at least remaining neutral (that is, not supplying information on the pro-Saddam forces.) This sort of thing is only happening in Sunni Arab areas. If the pro-Saddam forces can dominate the Sunni Arab population, they can then use these tactics on the Shia and Kurd populations. Whether coalition or Iraqi forces are used, someone will eventually have to deal with the pro-Saddam fighters, along with their allies, the al Qaeda and Islamic nationalist terrorists.
