The US is lining up good jobs for hundreds of Iraqi scientists and engineers who worked on Iraqis chemical, biological and nuclear programs. This sort of thing was done in Russia, after the Cold War ended, and worked quite well. These specialists are open to tempting offers from countries wanting to develop these weapons in secret. If desperate enough, some will take the offers. But if a legal job is available, nearly all the weapons specialists take it.
