Israel's intelligence services were castigated by the legislature for misreading Iraq's capabilities last year. The intelligence experts insisted that Iraq had chemical weapons, and might use them against Israel (via SCUD missiles) if America invaded Iraq. Israeli intelligence also blew it on Libya, missing the fact that this nation had an advanced chemical and nuclear weapons program. Libya recently came clean and invited the United States in to help take apart chemical and nuclear weapons programs.
