Japan's prime minister will visit North Korea in September, the first time a meeting between the two nations, at this level, has ever taken place. Relations between North Korea and Japan have always been frosty, so this meeting indicates a major effort by North Korea to cozy up to Japan and Japan's much stronger economy.
