South Koreans are getting increasingly upset at spam and internet based attacks coming out of China. The Chinese government refuses to take responsibility for, or crack down on, internet misbehavior coming from China. The South Koreans believe part of this is because China is developing a cyberwar capability, and testing it secretly under the guise of internet criminal or hacking activity.
