North Korea claims that is has reprocessed the 8,000 spent nuclear fuel rods (from its nuclear reactors) and was increasing its "nuclear deterrent." No further details were provided, but the implication was that nuclear weapons have been built. This is considered a bargaining ploy, in order to extract more aid and cash from South Korea, the U.S. and Japan.
