Growing nationalism in South Korea has made American troops, and the United States, increasingly unpopular. One result of that has been growing restrictions on what American troops can do off-duty. Opportunities to interact with South Koreans has been reduced, and so has the crime rate (South Koreans against soldiers and vice-versa). The most politically sensitive incidents have been soldiers against South Koreans, and these are down by a third.
