The PKK/Kongra Gel Kurdish separatist movement is fragmenting, with many members either joining one of the two Kurdish governments in northern Iraq, or entering politics in Turkey (where Kurdish political parties are now legal.) Turkey is still concerned with the move by many Kurds to make the northern Iraqi city of Kirkuk, and the oil fields that surround it, Kurdish again. For several decades, Saddam Hussein has been driving Kurds out of Kirkuk and moving in Arabs from the south. Now the Kurds are coming back to Kirkuk, and driving out Arabs. Both the Turks and the Iraqi Arabs threaten armed intervention if the Kurds openly take control of Kirkuk and its oil fields.
