  The rebels are trying to get peace talks started again, as their military operations, and breaking the ceasefire, are not gaining them any advantage. Leftist politicians have been meeting with rebel leaders in India.

It's Winter in Nepal, and that means the rebels camped out in the forests are more vulnerable to army operations, and the army is taking advantage of this. If rebels are driven out of their camps, many will die from cold and starvation. Meanwhile, the rebels are wearing out their welcome in many parts of the country. While the rebels calls for social justice find a willing audience, the rebel tactics of attacking schools, and killing or terrorizing teachers, does not play well. Nor do attacks on local officials, who are often respected local men.
